Local, and licensed for the work
The contractor on the other end is independent, licensed for this trade in Oklahoma, and based close enough to Broken Arrow to turn up. Ask for the license number and proof of insurance on the first visit; that request is normal and welcome.
If the match is wrong, call back
You are not stuck with the first name you are given. Call back, say it was not a fit, and ask for another. That is what the line is for.
